Summary
We are currently seeking a skilled, experienced and adaptable executive to join our senior management team as Deputy Director.
In-Home Supportive Services Consortium is a San Francisco-based private non-profit corporation with an annual budget of $18M, based in San Francisco. We provide home care and related supportive services for approximately 1,200 low-income seniors and people with disabilities, primarily through a contract with the San Francisco Department of Aging and Adult Services. Our diverse workforce includes over 400 home care providers and 56 program and administrative staff.
Because quality care begins with a qualified workforce, we recently launched TAPCA (Training Academy for Personal Care and Assistance), a state-of-the-art training academy for personal care providers. TAPCA will also train family members and others involved in long-term care provision.

Essential Duties
This key hands-on role has primary responsibility for the full scope of operations (human resources, facilities, IT, vendor negotiation/management and more) and finance (accounting, financial reporting, budget preparation, audit development) throughout the organization.

Responsibilities
include the following (other duties may be assigned):
- Directs the administrative services of the organization, including office management, facilities, and equipment and all day-to-day operations.
- Negotiates contractual agreements on behalf of the Agency relating to operations and business development.
- Coordinates the development of the agency’s budget and trains and assists directors and managers with the budget process.
- Oversees accounting and fiscal management systems, including preparation of monthly financial reports. Oversees investment of agency funds. Administers pension fund. Provides regular reports to the Board of Directors regarding fiscal compliance.
- Manages monthly financial reporting process and financial information systems including general ledger, accounts payable, accounts receivable, payroll and supporting documents; prepares periodic variance reports and forecasts for management and Finance Committee of the board; develops control procedures as necessary.
- Oversees preparation of budgets and financial projections for proposed grants as necessary. Directs and oversees accounting for public and private grants. Reviews and approves all grant reports. Manages relationships with grantors.
- Directs internal activities related to annual financial audit; responds to management letter as appropriate. Oversees preparation of audit schedule, consolidated and detailed financial statements.
- Directs internal activities related to annual fiscal and contract compliance audit by Human Services Agency of the City and County of San Francisco.
- Oversees the human resources activities of the organization.
- In coordination with the Executive Director and program directors, leads preparation of business plan projections as necessary for business development.
- In coordination with Executive Director and the Board of Directors leads the strategic planning process. Responsible for tracking and reporting on progress against strategic plan.
- Oversees all Information Technology needs; coordinates long term strategic direction for Information Systems; meets with IT personnel as needed.
- Oversees risk management activities including adequacy of insurance coverage, renewals, claims management, and maintaining relationship with brokers.
- Supervises accounting/finance, human resources, IT and administrative staff.
- Reports to Finance Committee of the Board of Directors, and the Board as required.
- Participates with other managers in the overall management of the agency.
- Directs agency operations in the Executive Director’s absence.
Supervisory Requirements
Supervises Human Resources Director, Accounting Manager and Facilities Operations Coordinator.

Education and Experience
Bachelor’s degree in accounting, business administration, or related field required; MBA is preferred. Administrative and financial management experience in a non-profit organization, including hands-on experience in preparation of budgets, financial statements, and general ledger; extensive experience in human resources management and oversight of general administrative functions; IT and facilities knowledge; and two years experience supervising a staff of six or more employees is required.
General Skills/Abilities
Excellent skills in planning, organizing, analyzing and working with complex material and situations. Must possess thorough accounting knowledge, including fund accounting and GAAP. Ability to participate as a member of a team in the overall management of the agency and to work in an open, fast-paced office with numerous deadlines. Excellent computer skills in word processing, spreadsheets, and accounting software. Ability to communicate accounting and budgetary issues to staff clearly and effectively. Demonstrated leadership ability with excellent interpersonal skills. Commitment to serving the elderly and disabled communities preferred.
Language Skills
Ability to read, analyze, and interpret general business correspondence or government regulations. The ability to write memoranda, business correspondence, and reports. The ability to clearly and effectively present information, oral and written, and to respond to questions from a variety of individuals including but not limited to: management and other department employees, homecare providers, clients and the general public.
Mathematical Skills
Ability to perform more complex calculations, including figures and amounts such as proportions and percentages.
